As a public institution serving secondary and post-secondary students, Putnam Career & Technical Center is part of the Putnam County Public School System and is under federal, state, and county jurisdiction with primary authoritative power exercised by the Putnam County Board of Education. There are six secondary only programs (including two option programs), fourteen secondary/post-secondary programs and two post-secondary only programs enrolling full-time and part-time students.

The 92,000 plus square-foot facility is a handicap accessible structure comprised of three wings housing twenty post-secondary and secondary occupational classrooms/shops, two academic classrooms, a dental clinic, administrative offices, a success lab, a mini technology lab, an auditorium, a cafeteria, a faculty lunch room/conference room and student break areas.
